Restrict team list for official tournaments and add option to run a practice tournament / tutorial or auto generate list of teams

Beta seems locked to only accepting a .csv file but it may be good to lock an official tournament only to teams that are listed in RECFEvents (I've run into issues with EPs adding teams that were not registered with RECF at all) and not allow any deletion from the team list that is downloaded from the server (for record keeping, etc).

However, being able to just auto generate teams when practicing or planning was very handy. Perhaps you could add a tutorial option that allows one to auto generate team lists and helps explain cycle times, field options, etc.

A way it could be done is that the setup defaults to the tutorial which only allows unspecified teams and one must enter codes from RECFEvents in order to setup the official tournament. For circumstances where the host machine is not connected to the internet, then a warning prompt should appear detailing what could happen if the wrong team information is used if a .csv file is allowed (or have a way of encoding downloaded team list files that aren't straightforward to edit).
