Don't allow editing of official awards and add an option for indicated award was not given

The number one cause of not being able to finalize has been the JA or EP messing with the awards list. Consider having a prompt saying something like "Only the RM may make changes to the awards list once the tournament is setup" or "To make changes to awards, log into your RECFEvents admin panel or contact your RM."

For the optional second judges award, just always include it and have the ability to indicate that no team was awarded. That option would be handy for any awards.
