Ability to skip the schedule creation block.

We normally like to setup the day before hand to test out and ensure we have everything setup correctly so at that time we will not have a schedule ready to put in.

Also we figure out match blocks, cycle time, number of matches and generate match schedule after all teams are present and passed inspection. This lets us never have to regenerate the schedule.
